On September 16, the Maritime Safety Administration of the People’s Republic of China announced the 2020 list of companies, ships and captains honored for safety and integrity. A total of eight companies, 337 ships and 410 captains were awarded, and China Energy Investment Corporation (China Energy) is a big winner. Its China Energy Shipping Company Tianjin Branch was rated as Safety and Integrity Company, while its 27 ships, including the Shenhua 801, were as awarded the title of “Safety and Integrity Ship.” In addition, the Shenhuajun 2 ship of Huanghua Port Company under the China Energy was also awarded as a Safety and Integrity Ship, and two captains of Huanghua Port Shanghang Dredging Company won the reputation as Safety and Integrity Captain. This is the second time China Energy wins the “Safety and Integrity Ship” title after its 11 ships were awarded in 2019. This is also the first time for the company to win the titles of “Safety and Integrity Company” and “Safety and Integrity Captain.”
According to relevant regulations, the Safety and Integrity Ships are prioritized for applying for administrative approvals and simplifying the annual screening procedures for safety management system. The ships of such privileged companies are going to be subject to inspections of their flag states only once a year. The Safety and Integrity Ships are exempt from all safety inspections in all ports of China for 24 months. The ships consecutively steered by Safety and Integrity Captains do not need be inspected for safety concerns for 36 months, and the ships are also prioritized for applying for approvals for entering and leaving ports. Therefore, the certificates of Safety and Integrity Ship are also regarded as passes in domestic ports.
