Construction Begins on China's First Batch of 'Shagehuang' New Energy Peaking Power Bases

On August 24, the construction of the 4x660 MW unit expansion project at CHN Energy’s Tenggeli Zhongwei Power Plan began, marking the commencement of China’'s first batch new energy peaking power base projects in “Shagehuang” areas, which refers to “desert, Gobi and wasteland” in Chinese,.

“Ning-Xiang Direct Current” project is a significant initiative in Ningxia’s increasing efforts to build an integrated demonstration zone for national new energy and to advance ecological protection and high-quality development in the Yellow River Basin. As an important supporting peaking thermal power project for “Ning-Xiang Direct Current”, upon completion, this project will meet the power export needs of the large-scale integrated energy base in Ningxia's Tenggeli Desert. It will enable extensive mutual aid and sharing of electricity, playing a crucial role in promoting high-quality economic and social development in both Ningxia and Hunan provinces. The project will also contribute to building a clean, low-carbon energy system and ensuring the safe and stable operation of the electrical grid.

The project is planned to construct four 660 MW power generation units, firing coal with clean, highly efficient, and ultra-supercritical air-cooling methods and to build associated desulfurization and denitrification facilities. The project is expected to go into operation in June 2026, with an annual power generation of 110.8 billion kWh. It is anticipated to support the transmission of 104.8 billion kWh of new energy to Hunan each year, thereby replacing a substantial amount of fossil fuels and saving 3.144 million tons of standard coal annually. Guided by the principles of “Safe and clean, flexible and efficient, intelligent control, smart management”, the project employs “four kinds of new technologies”, implementing precise strategies in land conservation, water saving, energy saving, and consumption reduction. The aim is to set a pioneering example for peaking power sources at “Shagehuang” base, making it the “first batch, first location, and first set” of model units.
