CHN Energy Achieves China’s First Thermal-PV-Storage Black Start

On September 10, Lushan Energy Storage Power Station of Longyuan Power Shandong Branch, a subsidiary of CHN Energy, successfully completed China’s first 220kV thermal-PV-storage joint black start test. The trial verified the feasibility of using a PV-storage integrated system to remotely start a thermal power unit, providing a technical safeguard for the rapid recovery of the power system under extreme conditions.

Lushan Energy Storage Power Station is Shandong’s first grid-forming energy storage plant, capable of independently supporting the grid and autonomously regulating voltage and frequency. In this test, the storage unit served as the core starting power source, achieving zero-voltage boost without external power and rapidly energizing the 35kV and 220kV busbars. Once the local grid stabilized, it successfully delivered power to Longyuan Fushan PV Power Plant and CHN Energy Shandong Penglai Thermal Power Plant, simultaneously starting both the PV and thermal units.

During the process, the PV unit switched from grid-forming to grid-following mode after start-up, supplementing the storage unit with photovoltaic power generation. The trial set a national record as the first black start in China to use a grid-forming storage system together with PV and thermal units, demonstrating the innovative model of storage + PV as a black start power source.

Through this test, CHN Energy has provided a new technical solution for the safe and stable operation of the power system, showcasing its innovation in integrating renewable energy with conventional power. The achievement will offer crucial technical support for China’s green and low-carbon energy transition.
