CHN Energy launches commercial wind-hydrogen-storage project operations

About 130 kilometers northwest of downtown Beijing, in Chicheng County, Hebei Province, a multi-energy complementary wind–hydrogen–storage demonstration project developed by Guohua Energy Investment of CHN Energy (Hydrogen Energy Branch) has entered sustained operation. The project harnesses local wind resources to produce hydrogen through water electrolysis, with its products now supplied to Beijing and other areas.


The project consists of Guohua Xiacheng Wind Farm located in the mountains, where 33 wind turbines are installed, and Chicheng Hydrogen Production Plant at the foot of the mountains. The plant uses electricity generated from wind power and other renewable sources to produce hydrogen with a purity of 99.999 percent. In October 2024, the project obtained a National Industrial Product Production License issued by Hebei Province, the first such license granted to the renewable hydrogen sector since the province introduced trial hydrogen energy management measures. This milestone marked the project’s official entry into commercial green hydrogen operations.

The operator has independently developed an energy management and intelligent control system that dynamically adjusts electrolyzer loads based on real-time wind power output, coordinating wind power consumption with hydrogen production. The hydrogen produced is mainly delivered by dedicated transport vehicles to refueling stations. Current customers include hydrogen refueling stations in Beijing such as Qingyuan Street and Wangquanying, as well as stations in Zhangjiakou and other locations.

The project aims to explore a fully commercialized model covering the entire value chain of renewable hydrogen production, storage, transportation and utilization. According to the project operator, cumulative green hydrogen sales exceeded 600 tons in 2025, while more than 9 million kilowatt-hours of curtailed wind power were absorbed. Preparations for the second phase of expansion are now underway.
