The first batch of generating units at the Hainan Dongfang Qiyuan Offshore Wind Farm, developed by CHN Energy Longyuan Power, was connected to the grid on April 5. As CHN Energy’s first offshore wind power project in Hainan, it marks a new breakthrough in the large-scale operation of high-capacity wind turbines in the South China Sea, injecting strong momentum into the construction of Hainan as a clean energy island.

The project is located in the sea area west of Gancheng Town, Dongfang City, Hainan Province, with a total installed capacity of 500,000 kilowatts. It is planned to install 42 wind turbines, including the first batch application of 14-megawatt units in Hainan. A 220-kilovolt offshore booster station and an onshore centralized control center have also been newly built, making it one of the key offshore wind power demonstration projects in South China. After full commissioning, the project will deliver more than 1.5 billion kilowatt-hours of clean electricity annually, meeting the power demand of about 1.2 million households. This is equivalent to saving 467,000 tons of standard coal and reducing carbon dioxide emissions by 1.271 million tons each year, playing a significant role in optimizing Hainan’s energy structure and advancing the dual-carbon goals.

During construction, the project team overcame challenges such as high temperatures, high humidity, complex seabed terrain, scattered boulders and limited offshore operation windows. By optimizing construction plans, scientifically arranging lifting sequences and precisely addressing bottlenecks, the team ensured steady progress. Innovative technologies such as non-excavation directional drilling were applied, alongside drone-assisted surveys, achieving zero disturbance to the seabed ecosystem throughout the process and setting the second-longest domestic record for land-to-sea directional drilling. To preserve potential habitats for marine life such as dolphins, the project proactively reduced the number of turbines by eight and invested over ten million yuan (about 1.5 million USD) in ecological protection, promoting coordinated progress between energy development and environmental conservation.

In recent years, China has identified offshore wind power as a key direction for building a new energy system, achieving the dual-carbon goals, and developing a strong maritime nation, realizing a leap from nearshore to deep-sea development and from scale expansion to technology leadership. The outline of the 15th Five-Year Plan emphasizes vigorous development of offshore wind power bases and orderly advancement of deep-sea wind projects over the next five years. By the end of 2025, CHN Energy’s grid-connected offshore wind capacity had reached 5.21 million kilowatts, accounting for about 11 percent of the national total. The Group continues to deepen its commitment to clean energy, driven by technological innovation and underpinned by ecological protection, advancing high-quality offshore wind development and contributing solidly to the realization of China’s dual-carbon goals.
